Microsoft excel 2010 wont let me use the layout tab in the chart tools?

when you click on insert then column then 3d cluster column a tab shows up thats called chart tools. i can use design & format but the layout tab in chart tools is completely gray ( cant click in it) from text box to 3d rotation? why is this ? i need to edit my labels and axes..... i bought this at walmart i should be able to use the whole program... please help!!!
