I'm 16 weeks 5 days pregnant. No movement?

I am 16 weeks and 5 days pregnant with my second child. Why haven't i felt any movements yet? At my appointments they say everything is normal, They say i'm developing properly, the baby's heart rate is normal, and everything's fine, but i STILL haven't felt anything. No flutters, no taps, nothing. I thought i did a couple times, but i think it was too high up for it to be the baby. What i felt was above my belly button, so it couldn't be the baby. I'm starting to get really frustrated. My next appointment isen't until July 12th. I had my son in september by c-section. could my scar tissue be preventing me from feeling anything? If not, then why haven't i felt anything? I didn't feel my son move until i was 28 weeks, but they say you feel it earlier in second pregnancies. Help? Thank you.
